TUESDAY. STILLWATCH at 9 on CBS A CAROL BURNETT SPECIAL at 9 on ABC. Carol Burnett hosts an hour-long music-arid-comedy special with guests Carl Reiner, Whoopi Goldberg and Rol Williams at 9, opposite CBS' "Stillwatch starring Lynda Carter as a television reporter from Washington and Angie 'Dickinson as the senator she's assigned toprofile adapted from a novel by Mary Higgins Clark, the story follows Carter as she rents a house in Georgetown where earlier a congressman' and his wife has been murdered. Don Murray portrays Rep. 'Sam Kingsley, Barry Primus is the assistant of Sen. Winslow (Dickinson) and Louise Latham plays the reporter's neighbor, a psychic who warns her to keep a night vigil.
